Ok, it definitely sums up the movie which being the purpose of 5 second movies is fine.
Not necessarily witty, but funny at the heart.

AHAHA. See, we watch this in chorus whenever our teacher is absent..and this is the -only- thing anyone remembers from the movie.
Donald Trump could run across the screen naked and we wouldn't remember it. Oh nooo. We just remember that god awful awkward laugh. It haunts us.

One of the best 5 second movies of all time. Let's face it, as soon as that little fucker started laughing, we were all just counting the seconds until this happened.

It's funny, because it's true. This basically sums up the who movie. And you got to respect it, because of that fact. I loved it.
