It's possible that Dr. Light and Dr. Wily have a Xavier/ Magneto type relationship; that they are very close in terms of kinship as well as ideology, and only a single point of contention separates the two factions, rather than any sort of mutual enmity. It would also explain why Dr. Wily seems equally incapable of finding and killing Dr. Light.

12.15.2010 - 16:45 | moonymonsterUm...to anyone who talks about the Three Laws...those only apply in Asimov's books. They're never referred to in the games and it's pretty much implied that Rock doesn't kill people because he thinks it's wrong, not because he's programmed. Forte doesn't seem to care whether people die or not and he's BASED off of Rock's design, and since in Asimov's stories the robots simply cannot function without the Three Laws programmed into their systems, I don't think the Three Laws exist in the Rockman/Megaman universe.
That being said...it would save so much time if Rock DID do that XD In the Japanese version, Rock held back in Rockman 7, but in the English version they translated it so Mega Man almost killed him...gotta love translators. But then again, if we didn't battle against Dr. Wily, who COULD we fight against?
(And for thems as are curious, I was pretty heavily involved in Rockman Tanjou for a long time, and we translated quite a few volumes of manga and a couple of the Japanese games pretty much because we could. So, we got a pretty good sense of the characters.)

In the intro to Megaman X, doctor Light expresses his concern over how X's ability of free will will lead to the first law of robotics being broken. Since the Megaman X series is set within the same universe of the original man series in the distant future it is possible the laws of robotics applied to the original megaman series, though I don't remember if it was ever mentioned in game.

The original games also never refer to them. And I doubt Wily's robots would have them. Megaman has a strong sense of justice, so it could be that they follow regular laws that everyone else does. Killing someone after they surrender is illegal in any context.
