If one absolutely must nit-pick, it is good form to at least ensure one is correct first.

It's not cockney slang at all, it's just a common British word used instead of "Hey". Cockney Slang is all that "Adam and Eve" instead of Believe.
"Oi" is said or more like yelled from the North of the UK to the South.
(It's also said in Japan for "Hey" as well and is completely unrelated to anything British, they just came up with it by themselves.)
