Alright, I did some digging, and I actually managed to find the Turkish Wikipedia article for this film (http://tr.wikipedia.org/ wiki/Cicican). I tried Google Translating the article, and it cleared up a few things, I'm still totally lost. Anyway, this is what I've got...
Some guy named Cici Can is in love with a girl. He's also pure Of heart or something like that. He's killed by Azrael (the angel of death) who shows him a photo of his lover. (This next bit makes no sense to me.) "The other copy of the world's mind was gone. Then sadly she loves has been deleted." (Your guess is as good as mine. I'm assuming someone has amnesia.) He requests to return to earth. He is accompanied by "virgin girls under the supervision of Huriye'nin". (I've got nothing.) Shenanigans ensue.
I think it was based off of a Turkish comic book/strip, but little to no info exists in that regard. Just two pictures which may or may not relate.

I already watched this on your site while I was browsing it. Personally I didn't find the animated ghost part that scary. I found it more silly than anything. Again, another movie that puts the name "Turkish ______" in the title to try and get Western audiences more interested in it. Between this, Turkish Rambo, and Turkish Star Wars, this probably has the least in common with the American production it's named after.
Also, any members of the site that know Turkish willing to translate the movie?

Also, Turkish Heaven resembles Sid and Marty Krofft's The Bugaloos as done by The Crazy World of Arthur Brown. Starring Frank Zappa (wearing Mike Jittlov's "Wizard" garb!) as Death.

Heyyyy, what's wrong with the 1995 movie? I liked it, and one part of it really got to me o_o

I'll admit, I was also terrified when I first saw the ghost, but because of how cartoony it looked, I couldn't help but gradually think it was cute. I think that's mainly the reason I loved Casper growing up (yes, even the movies. Though looking back, I'm sure the sequel was bad). He's just so cute and loving. I wanted to be his friend. :') Still, this movie is a little weird since the guy rarely turns into a ghost, even when he purposely caused trouble. If you have ghost powers, why not use them? Also, it was pretty sexist how he groped and slapped a random woman and only fell in love with a girl because of her tits. Still, this was a funny review as usual. I just wish I wasn't so tired. zzz...
