Growing Pains. I love that episode. It was definitely considered.
I love one of the last lines in it. Where they're trying to figure out what all they can charge Clayface with. I think it's Gordon who asks if there's anything else and Robin turns away and says, "Yeah. Murder." When I was thinking of New Adventure episodes, that one came to mind. Old Wounds barely beat it, basically because Old Wounds has more to do with the development of the main characters and Growing Pains is one of those depressing one-shot stories. I already have a number of those on the list that barely beats it, too, like Heart of Ice.

See No Evil: Great story of a man trying to see his daughter, but uses the wrong method to do so. I love the way they animated his suit when it was under water.
Mad Love: My favorite Joker/Harley episode. Obvious reasons.
Growing Pains: For reasons stated above.
Appointment in Crime Alley: Pretty much for the same reasons I am the Night made it, but I am the Night beat it out.
If You're So Smart, Why Aren't You Rich: I love it when they show the progression of a villain, starting when they were just ordinary people. I had a number of these on here, but this almost made it.
Batman: Mask of the Phantasm. Yes, it's so good that I almost put it on a list of episodes despite it being a movie. My desire to have it limited to episodes won out in the end. It would be a little ridiculous to have a list of "episodes" when a movie would be number 1.
There are probably a few others. A top 25 would probably please just about everyone, but this was getting really long already.
It's a good episode, but a lot of the Joker stories in general pale in comparison to Mask of the Phantasm. Aside from the movie, most Joker stories are relatively 1 dimensional. I picked The Man Who Killed Batman because it shows a side of Joker that isn't shown in very many places aside from the comic books.
Nice list. The Cadmus story arc was one of the best in animated history. I actually made a tape that had all the episodes that dealt with Cadmus on it, including the Superman episode where Braniac shot Luthor and A Better World.
I have For the Man Who has Everything. Great comic and a great translation of a comic. When this show first came on, I was afraid that the stories would seem scattered now that they had damn near all of DC's famous heroes and then some, but the second episode was a remake of one of my favorite Superman stories. Amazing.
I'm trying to think of an episode I love that you didn't include. Maybe an episode where the Question played a major roll, but other than that you got them all.
Heart of Ice isn't number 1, but it is definitely in the top 10. Unfortunately, the Harley Quinn heavy episodes aren't. I tossed them around while coming up with the order, but they didn't seem to beat out any of the top 10. They might beat out a couple on the top 20, but it would be a toss up. The episode that would be up there is Mad Love and while I like the new adventures, there's already a few of them on the top 10. I might make a list of all the episodes that almost made the top 20 and put it up with my top 10.
Let's just say the top two is definitely my own preference. I don't think either are that high on very many lists. The obvious ones are up there, too (Heart of Ice, Perchance to Dream, etc), but I think it's still pretty different from what most would consider the best.

Good list. As for Lord of the Rings, I probably would have went with Concerning Hobbits.
