This place sure is pr... wait, why is there a "3" on my ear?
From the only recent cartoon I watch - Phineas and Ferb - comes Doof, a man who embraces his nature as a repeatedly foiled mad scientist doomed to have all of his evil plans foiled by the same platypus. So much that he grew to enjoy it, and considers his plan a failure if it isn't foiled. Yes! He follows a very strict pattern:
1: Devise a contraption with a name ending in -inator.
2: Build it out of stuff you buy online. The weirder it looks the better.
3: Put your plan in motion. Watch Perry the Platypus show up to foil it.
4: Somehow manage to capture him.
5: Explain your evil scheme to Perry. Refer the childhood trauma that inspired you to make your Somethinginator.
6: Have Perry escape from your trap. You don't have to lift a finger for this step to be done.
7: Fight Perry the Platypus.
8: Lose to him.
9: Yell "CURSE YOU, PERRY THE PLATYPUS!"
10: ?????
11: PROFIT
Of course, his relationship with Perry the Platypus is... strange. Despite being archenemies, they are tightly bonded to each other; whenever Perry doesn't show up to stop his newest evil plan, he feels worry about him, wondering of he is alright. And when, in another episode, Doof replaced Perry with another archnemesis, the poor platypus started suffering from depression.
Don't be fooled by his hilariousness! Heinz's past is, however, very dark. Being disowned by his own parents and forced to live with ocelots, used as a replacement garden gnome, forced to wear dresses, and having a "goody two-shoes" younger brother everyone loved instead of him, between other, even worse but still comical, things, helped forge his character. And by that I mean he hates about anything. He also loves to be mean.

Oh Doof, you big meanie. Taking over the world are you? So cute.
And of course, a thing that I have noticed it's crucial for a villain is its voice. In this case, we have to thank the ever so awesome Dan Povermire, co-creator of the show. Doofenshmirtz's voice is the one he used when he was a teenager, while having pillow-fights with his baby sister. Ain't that adorable.
So, lousy enough for ya? Of course! And now, I must abruptly interrupt this blog for no reason in particular. *shifty eyes*

If you're taking requests, here's one for you: The Hooded Claw: Villain, voiced by Paul Lynde who was the nemesis of Penelope Pitstop-consistently foiled by the Anthill Mob-I think a spinoff of Wacky Races, but it could be the other way around. Anyway, I'm looking forward to your next blog, my friend. Peace.

Another great review. I always thought that Doof knew he was a mediocre villain, which is why he set his sights so low (always trying to conquer the tri-state area rather than the country or the planet). Definitely one of the most amusingly lame evildoers of the decade.
DOOOOOF! 8DD I love Doof! For... well, basically every reason you just gave, haha. I totally didn't know Dan made up the voice fighting with his sister- that adds an extra layer of awesome!
